The government is trying to use benefits to stop migration from mountain villages. Shatili, Georgia Up to 70 percent of the territory of Georgia is mountains. In recent decades, people have gradually left these regions. Along with difficult environmental conditions, those living here are fleeing from unemployment, poverty, impassability, outdated infrastructure, a lack of schools, kindergartens and hopelessness in general.
